Some telemarketers who claim to be raising money for causes like homeless veterans and cancer victims work for political action committees, not charities, and keep much of the money raised. Some tips for consumers:
⢠Pay close attention to the name of the organization. Legitimate charities can be verified on sites likewww.guidestar.org• Ask if the donation is tax deductible. Gifts to real charities are donations to PACs, which sometimes look like charities but aren't. Never give out personal information. Or follow the simpler rule: "Never lend a hand to anyone on the phone," said Margot Saunders, senior counsel at the National Center for Consumer Law.

If potential donors suspected they had given something to the group before, callers were instructed to say, "I have no way of knowing because we believe donations come from the heart, not the hands, so we treat everyone." according to the frequently asked questions.
OPAC, hosted by Zachary Bass, spent 90% of its earnings on fundraising, campaign records show. It spent $103,700 on House candidates — about 3% of the total, and donated nothing directly to veterans' groups.
Bass, who has ridden several other super PACs, declined to comment.
Across the industry, calls are computer generated before being routed to telemarketers. Politicause and TPFE officials said this allowed their companies to maximize the number of calls — and repeatedly harass people.
Rcpd says National Police Association letters are a hoax
Letters like this circulate in Manhattan. The RCPD says it is a scam and that money raised by this organization does not go to local law enforcement initiatives.
The Riley County Police Department says a new scam targeting mailboxes in Manhattan is soliciting donations to the National Police Association.
The RCPD says the association is drafting letters in the area claiming they are providing authorities with the crime prevention tools they need. In fact, the RCPD says that the money raised does not go to police departments or other legitimate law enforcement organizations.
The National Police Associations website says it is a 501 3 non-profit organization, but it is coming under fire from several police departments across the country who say it is a scam. The NPA website contains information that includes far-right rhetoric. KMAN has reached out to the organization for comment.
Under the RCPD, anyone wishing to support law enforcement can do so by donating to the Frateral Order of Police Lodge #17 or the Greater Manhattan Community Foundation.

Scammers have tailored their offers accordingly, even going so far as to pretend to belong to a legitimate group to trick you into parting with your money.
How the scam works: Caller ID shows an unwanted call from someone claiming to represent a non-profit organization. In some cases, the charity has a name that includes a law enforcement word. There are many variations of this scam, but one making the rounds in the Wichita area is currently identifying itself as belonging to the Fraternal Order of Police. The caller explains that the purpose of this non-profit organization is to help the families of the dead officers.
If you start asking specific questions about the organization or how the money is being used, the caller may not pick up and may be asked to call another number which will also have their questions redirected or ignored. Callers often use scare tactics or try to make you feel guilty for not supporting their cause. Don't fall for it! It's all a way to get your credit card information and a donation.

The Cops Defense Committee, the phone salesmen who called me, applied for a California tax exemption. The app also included the name Police Officers Defense Coalition and Police Officers Defense Alliance. The latter is the name of the PAC I found earlier that raised $3.2 million in donations.
Virginia's founding papers show that James Fotis is the President of the Alliance and has changed the name to the Defense Coalition. It appears that several non-profit organizations operate under the apparent control of Fotis.
It's also important to note that Fotis resides in Lake Worth, FL, while his organization is headquartered in Virginia and receives its mail in Stafford, TX. The sites detail his career in law enforcement and his role as the creator of the Police Safety Act legislation sponsored by former San Diego Congressman Randy Duke Cunningham.
One of the Fotis websites is asking for money from people who have committed a crime by doing their job the way they were trained to do it. As an example, he cites former sheriff Joe Arpaio of Maricopa County, Arizona. President Trump pardoned the sheriff even after the Justice Department described Arpaio as responsible for the worst case of racial profiling in U.S. history.
The website soliciting funds for Arpaio says liberals are targeting Sheriff Joe Arpaio with a multimillion-dollar lawsuit for upholding state law.

The International Union of Police Associations and its affiliated organizations go by over a dozen different names, including thePolice Support Associationit's atNational Coalition for Emergency First Responders. But the groups file financial disclosures with federal agencies under just a few names.
Until the last fiscal year, when groups appear to have changed their categorization of certain expenses, the pattern was much the same from year to year: a small number of families received a few thousand dollars each, top union officials received more than US $100,000 each and tens of millions went to telemarketers.
For example, in the fiscal year ending March 2018, the Law Enforcement Officers Relief Fund gave 11 families an average of $6,545 each. That's 2.7% of the $2.7 million the organization raised from donors that year, according to its federal tax returns.
Most of the money raised went towards phone marketing and other expenses, 87%.
In the same fiscal year, the International Union of Law Enforcement Associations awarded 10 graduate students in law enforcement an average of $2,500 each.
About $1.8 million was allocated to salaries for union leaders, including $199,700 for Cabral, the president. Three other IUPA executives each earned more than $100,000 in the 2017-2018 fiscal year.

VP listed had never heard of an organization
Fred Berns does not remember agreeing to become an officer in the National Police Association.
Berns, 79, a former boxing promoter, was listed as vice president in a July 2017 lawsuit in the state. Bernsaid the Baltimore Sunhe knew Hutchison but was unfamiliar with his latest venture.
He always has something like this going on, Berns told The Sun. He is a very smart boy.
Hutchison said in a statement to IndyStar that he approached Berns about joining the organization in 2017, but there were other events soon after that determined it wasn't for the best.
Berns did not respond to three IndyStar calls and a voicemail requesting comment.
Berns is among three names appearing in National Police Association documents and correspondence whose official role in organizing IndyStar has not been confirmed.
Until recently, the National Police Association listed a Treasurer named Arnold Musungu, whose name is also spelled Munsungu in some files. The press releases include a contact for Adam Colton, a name that has appeared in statements about Hutchison's company since at least 2003, when he was listed as a media contact in a press release announcing the USA Dream Girl monthly model winner.
IndyStar was unable to find any records of anyone named Colton or Musungu who may have a role in the National Police Association.
